1. Adds SEC. 5__. SENSE OF THE SENATE REGARDING THE UTILIZATION OF HIGH-CAPACITY AMMUNITION MAGAZINES at the end of title V

   In S.Con.Res. 8 · Placed on Calendar Senate

   When the Congressional Budget Office releases its annual update to the Budget and Economic Outlook, the Congressional Budget Office shall provide an analysis of the budgetary effects of 30 percent, 50 percent, and 100 percent of Americans losing employer sponsored health insurance and accessing coverage through Federal or State exchanges.

   Inserted: SEC. 5__. SENSE OF THE SENATE REGARDING THE UTILIZATION OF HIGH-CAPACITY AMMUNITION MAGAZINES.

   Inserted: (a) Findings.--The Senate makes the following findings:

   Inserted: (1) On January 8, 2011, in Tuscon, Arizona, Jared Loughner went on a shooting rampage that claimed the lives of 6 people, severely injured former Congresswoman Gabrielle Giffords, and wounded 12 other individuals.

   Inserted: (2) Loughner was armed with a semi-automatic pistol utilizing a 33-round ammunition magazine.

   Inserted: (3) Testimony before the Committee on the Judiciary of the Senate revealed that 9-year-old Christina-Taylor Green was shot with the 13th, or subsequent, bullet.

   Inserted: (4) Loughner was tackled and subdued when he attempted to replace and reload his ammunition magazine.

   Inserted: (b) Sense of the Senate.--It is the sense of the Senate that utilizing a high-capacity ammunition magazine increases the ability of an assailant to shoot many people in a fixed amount of time without pausing to reload.
