Inserted: Notwithstanding any other provision of law, the Secretary of the Interior, acting through the United States Fish and Wildlife Service, shall not make a decision on listing, or list, Lesser Prairie Chickens under the Endangered Species Act of 1973 (16 U.S.C. 1531 et seq.) earlier than March 31, 2015.
