   Inserted: (a) Increase.--Notwithstanding the amounts set forth in the funding tables in division D, there is authorized to be appropriated $17,930,000 for procurement, Air Force, Large Aircraft Infrared Countermeasures.

   Inserted: (b) Offset.--Notwithstanding the amounts set forth in the funding tables in division D, the amount authorized to be appropriated for research, development, test, and evaluation, as specified in the corresponding funding table in section 4201, for advanced component development & prototypes, Ground Based Strategic Deterrent (Line 044) is hereby reduced by $17,930,000.
