Amendment allows the Secretary to give priority to flood control projects where (1) such project is already authorized and an executed partnership agreement exists; and (2) the project is in an area where loss of life has occurred due to a flooding event.

   Inserted: SEC. __. PRIORITIZATION OF CERTAIN PROJECTS.

   Inserted: The Secretary shall give priority to a project for flood risk management if--

   Inserted: (1) there is an executed project partnership agreement for the project; and

   Inserted: (2) the project is located in an area--

   Inserted: (A) in which there has been a loss of life due to flood events; and

   Inserted: (B) with respect to which the President has declared that a major disaster or emergency exists under section 401 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5170).
