   Inserts

   Inserted: (f) Report on the Most Environmentally Beneficial Mode of Transporting Oil Between the United States and Canada.--Not later than 30 days after the date of enactment of this Act, the President shall, based on a review of the final environmental impact statement described in subsection (b), submit to the appropriate committees of Congress a report that identifies the mode of transportation for oil between the United States and Canada that is estimated to result in--

   Inserted: (1) the lowest number of injuries and fatalities;

   Inserted: (2) the lowest volume of oil spilled; and

   Inserted: (3) the lowest transportation-related greenhouse gas emissions.
