    Inserted: (6) similar opportunities for adaptation projects exist across rural communities in the United States;

    Inserted: (7) the United States should prioritize adaptation projects in the United States Arctic region and rural communities before allocating any taxpayer dollars to the Green Climate Fund; and

    Inserted: (8) to the extent that Congress appropriates any taxpayer dollars for adaptation, those funds should first be applied to known and anticipated adaptation needs of communities within the United States.
