   Struck: (C) climate change has already begun to cause problems in the United States and around the world;

   Struck: (2) the Energy Information Administration projects that fossil fuels could continue to produce 68 percent of the electricity in the United States through 2040; and

   Struck: (3) it is imperative that the United States invest in research and development for clean fossil fuel technology.
