1. Adds Subtitle D--Special Watch List SEC. 231. COUNTRIES ON SPECIAL WATCH LIST FOR 4 CONSECUTIVE YEARS THAT ARE DOWNGRADED AND REINSTATED ON SPECIAL WATCH LIST at the end of title II

   Adds a section

   In S. 178 · Reported to Senate

   Section 107(b)(2)(A) of the Trafficking Victims Protection Act of 2000 (22 U.S.C. 7105(b)(2)(A)) is amended by inserting ", including programs that provide housing to victims of trafficking" before the period at the end.

   Inserted: Subtitle D--Special Watch List SEC. 231. COUNTRIES ON SPECIAL WATCH LIST FOR 4 CONSECUTIVE YEARS THAT ARE DOWNGRADED AND REINSTATED ON SPECIAL WATCH LIST.

   Inserted: Section 110(b)(2) of the Trafficking Victims Protection Act of 2000 (22 U.S.C. 7107(b)(2)) is amended by adding at the end the following:

   Inserted: "(F) Countries on special watch list for 4 consecutive years that are downgraded and reinstated on special watch list.--Notwithstanding subparagraphs (D) and (E), a country that--

   Inserted: "(i) was included on the special watch list described in subparagraph (A) for 4 consecutive years after the date of the enactment of the William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008; and

   Inserted: "(ii) was subsequently included on the list of countries described in paragraph (1)(C), may not thereafter be included on the special watch list described in subparagraph (A) for more than 1 consecutive year.".
