   Inserted: (B) in subparagraph (B), by inserting "higher education," before "State"; and

   Inserted: (2) in paragraph (2), by adding at the end the following:

   Inserted: "(D) 1 member appointed to the Advisory Committee shall be representative of 4-year institutions of higher education.

   Inserted: "(E) 1 member appointed to the Advisory Committee shall be representative of community colleges.".
