Inserted: This Commissioner of Internal Revenue, in consultation with Director of the Office of Management and Budget, shall establish a repayment plan for the purpose of improving compliance by Federal employees with tax obligations. Such plan shall provide for garnishing the wages of Federal employees with delinquent tax debts until paid in full.
