1. Adds SEC. 10__. ZERO-EMISSION VEHICLE CHARGING INFRASTRUCTURE AT GSA FACILITIES OR CAMPUSES at the end of subtitle G of title X

   Adds a section

   In S.Amdt. 5499 as proposed

   (2) as a recognition of Senator Inhofe's long history of engaging with, and advocating for, Africa, the Department of Defense Africa Center for Strategic Studies should be renamed the James M. Inhofe Center for Africa Strategic Studies.

   Inserted: SEC. 10__. ZERO-EMISSION VEHICLE CHARGING INFRASTRUCTURE AT GSA FACILITIES OR CAMPUSES.

   Inserted: (a) Annual Goals.--Not later than 180 days after the date of enactment of this Act, the Administrator of General Services (referred to in this section as the "Administrator") shall develop--

   Inserted: (1) annual goals for the deployment of zero-emission vehicle infrastructure, including electric vehicle supply equipment, at facilities or campuses of the General Services Administration (referred to in this section as "GSA facilities or campuses") such that by December 31, 2030, not less than 90 percent of GSA facilities or campuses with 200 or more daily employees and visitors offer zero-emission vehicle charging or fueling infrastructure; and

   Inserted: (2) guidance to ensure progress towards the annual goals developed under paragraph (1).

   Inserted: (b) Plan.--Not later than 180 days after the date of enactment of this Act, the Administrator shall prepare a detailed plan--

   Inserted: (1) to achieve the goals developed under subsection (a)(1); and

   Inserted: (2) that--

   Inserted: (A) identifies particular GSA facilities or campuses as priority facilities or campuses, as applicable, at which to achieve those goals, including by considering--

   Inserted: (i) demand for zero-emission vehicle charging and fueling;

   Inserted: (ii) locations of zero-emission vehicle fleets of the General Services Administration and tenant Federal agencies;

   Inserted: (iii) locations relevant to State zero-emission vehicle charging and fueling needs;

   Inserted: (iv) geographical gaps in zero-emission vehicle charging infrastructure;

   Inserted: (v) availability of incentives; and

   Inserted: (vi) other factors, as determined by the Administrator; and

   Inserted: (B) includes a requirement that all applicable electric vehicle supply equipment at GSA facilities or campuses is certified under the Energy Star program established by section 324A of the Energy Policy and Conservation Act (42 U.S.C. 6294a).

   Inserted: (c) Inclusion in Projects.--To the maximum extent practicable, the Administrator shall ensure that appropriate zero-emission vehicle infrastructure, including electric vehicle supply equipment and zero-emission vehicle fueling infrastructure, is included in, with respect to a GSA facility or campus--

   Inserted: (1) any prospectus for a construction, alteration, or lease project;

   Inserted: (2) any prospectus for an alteration of a leased building;

   Inserted: (3) any contract for parking lot paving or repaving; and

   Inserted: (4) any other appropriate project, as determined by the Administrator.

   Inserted: (d) Funding.--The Administrator may use amounts made available under section 60504 of Public Law 117-169 (commonly known as the "Inflation Reduction Act")--

   Inserted: (1) to achieve the zero-emission vehicle infrastructure goals developed under subsection (a)(1), including through carrying out projects in support of those goals; and

   Inserted: (2) for the cost of any additional employees, contractors, and training needed to support those goals.
