Inserted: (a) Additional Funding.--The amount authorized to be appropriated for fiscal year 2023 by section 201 for research, development, test, and evaluation is hereby increased by $10,000,000, with the amount of the increase to be available for ISR Modernization and Automation Development (IMAD) (PE 0603382C) to operationalize foreign language exploitation capabilities.
Inserted: (b) Offset.--The amount authorized to be appropriated for fiscal year 2023 by section 301 for operation and maintenance is hereby decreased by $10,000,000, with the amount of the decrease to come from a reduction in availability for Other Personnel Support set forth on line 480 of the funding table in section 4301.

Mr. PADILLA submitted an amendment intended to be proposed to amendment SA 5499 submitted by Mr. Reed (for himself and Mr. Inhofe) and intended to be proposed to the bill H.R. 7900, to authorize appropriations for fiscal year 2023 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows:
