SA 1030. Mr. SANDERS (for himself, Ms. Warren, Mr. Markey, and Mr. Merkley) submitted an amendment intended to be proposed by him to the bill S. 2226, to authorize appropriations for fiscal year 2024 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. __. REDUCTION IN MILITARY SPENDING. The total amount of funds authorized to be appropriated by this Act is hereby reduced by 10 percent, with the amount of such reduction to be applied on a pro rata basis among the accounts and funds for which amounts are authorized to be appropriated by this Act, excluding accounts and funds relating to military personnel, the Defense Health Program, and assistance to Ukraine. The amount of reduction for each account and fund subject to such requirement shall be applied on a pro rata basis across each program, project, and activity funded by such account or fund. ______
