SA 1139. Mr. PADILLA (for himself, Ms. Hirono, and Mr. Schatz) submitted an amendment intended to be proposed to amendment SA 1092 submitted by Mrs. Murray (for herself and Ms. Collins) and intended to be proposed to the bill H.R. 4366, making appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2024, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place in title I of division C, insert the following: SEC. ___. EVACUATION ROUTE PLANNING. Using amounts made available for the Federal Highway Administration under this Act that are not otherwise obligated, the Secretary of Transportation, in consultation with the Administrator of the Federal Emergency Management Agency, shall develop and publish guidelines and best practices for States, Indian Tribes, and units of local government to use when conducting local emergency evacuation route planning, including routing of emergency response supplies, equipment, and workers, as part of natural disaster preparedness efforts. ______
