SA 1272. Mr. MORAN submitted an amendment intended to be proposed to amendment SA 1092 proposed by Mrs. Murray (for herself and Ms. Collins) to the bill H.R. 4366, making appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2024, and for other [[Page S4634]] purposes; which was ordered to lie on the table; as follows: At the appropriate place in division A, insert the following: SEC. ___. STUDY ON MODIFICATION OF PAYMENTS TO STATE HOMES. (a) In General.--The Secretary of Veterans Affairs shall conduct a study on-- (1) the feasibility of adjusting criteria for priority for payments for State homes in a manner that would-- (A) eliminate priority of payments for limited or high-need States; and (B) prioritize payments for limited or high-need regions; (2) the feasibility of increasing the State cost-sharing requirement for each State home project that is a new construction project that seeks to receive higher priority to receive payment from the Department; and (3) the relevance of the allocation criteria of the Department of Veterans Affairs in place as of the date of the enactment of this Act for payments to State homes and the feasibility of updating such criteria based on the findings of such study. (b) Report.--Not later than 180 days after the date of the enactment of this Act, the Secretary shall submit to Congress a report on the study conducted under subsection (a). (c) State Home Defined.--In this section, the term ``State home'' has the meaning given that term in section 101(19) of title 38, United States Code. ______
