SA 1399. Ms. ERNST submitted an amendment intended to be proposed to amendment SA 1388 submitted by Mrs. Murray (for herself and Mr. Schumer) and intended to be proposed to the bill H.R. 815, to amend title 38, United States Code, to make certain improvements relating to the eligibility of veterans to receive reimbursement for emergency treatment furnished through the Veterans Community Care program, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. __. PROHIBITION ON FUNDS FOR THE WEST BANK OR GAZA UNTIL HOSTAGES ARE RELEASED. (a) Prohibition.--No amounts appropriated or otherwise made available by this Act may be may made available to any organization to fund, operate, advise, provide technical assistance, or support any other activity in the West Bank or Gaza until the following conditions are met: (1) All citizens and permanent residents of the United States are released from captivity in Gaza to the United States, Israel, or another country of the individual's choice. (2) The remains of all citizens and permanent residents of the United States are returned to their families. (b) Exception.--The prohibition under subsection (a) shall not apply to any activities-- (1) by the United States Government intended to locate or recover citizens and permanent residents of the United States; or (2) by the State of Israel. (c) Report.-- (1) In general.--Any activities carried out under subsection (b) shall be reported to the appropriate congressional committees not later than 15 days after the date of the enactment of this Act and every 30 days thereafter until-- (A) all amounts appropriated or otherwise made available by this Act have been obligated or expended; or (B) the conditions described in subsection (a) have been met. (2) Appropriate congressional committees.--In this subsection, the term ``appropriate congressional committees'' means-- (A) the Committee on Appropriations, the Committee on Foreign Relations, the Committee on Armed Services, and the Select Committee on Intelligence of the Senate; and (B) the Committee on Appropriations, the Committee on Foreign Affairs, the Committee on Armed Services, and the Permanent Select Committee on Intelligence of the House of Representatives. ______
