SA 1566. Ms. CORTEZ MASTO (for herself and Mr. Cornyn) submitted an amendment intended to be proposed to amendment SA 1388 proposed by Mrs. Murray (for herself and Mr. Schumer) to the bill H.R. 815, to amend title 38, United States Code, to make certain improvements relating to the eligibility of veterans to receive reimbursement for emergency treatment furnished through the Veterans Community Care program, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: Sec. __. (a) Not later than 120 days after the date of the enactment of this Act, the Secretary of State and the Secretary of the Treasury shall provide to the appropriate congressional committees a report on Russia's purported suspension of certain provisions of the Russia tax treaty. The report shall be submitted in unclassified form but may contain a classified annex as necessary. (b) The report required under subsection (a) shall include an analysis of the effect of Russia's purported suspension of treaty provisions and an analysis of how the United States has responded, or could respond, to such suspensions. (c) In this section: (1) The term ``appropriate congressional committees'' means the Committee on Foreign Relations and the Committee on Finance of the Senate. (2) The term ``Russia tax treaty'' means the Convention Between the United States of America and the Russian Federation for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income and Capital, signed at Washington August 25, 1992. ______
