SA 1726. Mr. TUBERVILLE submitted an amendment intended to be proposed by him to the bill H.R. 2882, to reauthorize the Morris K. Udall and Stewart L. Udall Trust Fund, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: Sec. ___. No funds appropriated by this Act to the Office of the Secretary of Homeland Security may be obligated until after the Secretary of Homeland Security certifies that the Department of Homeland Security has achieved operational control over the entire international land and maritime borders of the United States (as described in section 2 of the Secure Fence Act of 2006 (8 U.S.C. 1701 note)), including-- (1) the establishment of systematic surveillance of the international land and maritime borders of the United States through the effective use of personnel and technology, such as unmanned aerial vehicles, ground-based sensors, satellites, radar coverage, and cameras; and (2) sufficient physical infrastructure enhancements to prevent unlawful entry by aliens into the United States, while facilitating access to the international land and maritime borders by U.S. Customs and Border Protection agents and officers, such as the establishment of additional checkpoints, the construction of all weather access roads, and the placement of vehicle barriers. ______
