SA 2455. Mrs. SHAHEEN submitted an amendment intended to be proposed by her to the bill S. 4638, to authorize appropriations for fiscal year 2025 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle D of title VIII, add the following: SEC. 865. REMOVING THE REASONABLE EXPECTATION REQUIREMENT FROM SOLE SOURCE CONTRACTS. (a) Women-owned Small Business Concerns.--Section 8(m) of the Small Business Act (15 U.S.C. 637(m)) is amended-- (1) in paragraph (7)(A), by striking ``and the contracting officer'' and all that follows through ``offers''; and (2) in paragraph (8)(A), by striking ``and the contracting officer'' and all that follows through ``offers''. (b) HUBZone Program.--Section 31(c)(2)(A)(i) of the Small Business Act (15 U.S.C. 657a(c)(2)(A)(i)) is amended by striking ``, and the contracting officer'' and all that follows through ``offers for the contracting opportunity''. (c) Small Business Concerns Owned and Controlled by Service-disabled Veterans.--Section 36(c)(1) of the Small Business Act (15 U.S.C. 657f(c)(1)) is amended by striking ``and the contracting officer'' and all that follows through ``offers for the contracting opportunity''. (d) Reporting Regarding Sole Source Contracts.--Section 15(j) of the Small Business Act (15 U.S.C. 644(j)) is amended by adding at the end the following: ``(4)(A) Not later than December 31 of the first year beginning after the date of enactment of this paragraph, and every 2 years thereafter, the head of each Federal agency shall submit to the Administrator and Congress and make publicly available a report on sole source contracts awarded during the reporting period to small business concerns owned and controlled by women, HUBZone small business concerns (as defined in section 31(b)), and small business concerns owned and controlled by service-disabled veterans. ``(B) Each report required under subparagraph (A) shall, for each small business concern described in that subparagraph that was awarded a sole source contract during the reporting period-- ``(i) include the dollar amount and number of sole source contracts awarded to the small business concern; ``(ii) specify the North American Industry Classification System code assigned to the small business concern; and ``(iii) provide the aggregate amount awarded to the small business concern under a sole source contract awarded on or after the date of enactment of this paragraph.''. ______
