SA 2467. Mr. MERKLEY (for himself and Mr. Cornyn) submitted an amendment intended to be proposed by him to the bill S. 4638, to authorize appropriations for fiscal year 2025 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle D of title XII, add the following: SEC. 1266. EXTENSION OF EXPORT PROHIBITION ON MUNITIONS ITEMS TO THE HONG KONG POLICE FORCE. Section 3 of the Act entitled ``An Act to prohibit the commercial export of covered munitions items to the Hong Kong Police Force'', approved November 27, 2019 (Public Law 116- 77; 133 Stat. 1174), is amended by striking ``shall expire'' and all that follows and inserting ``shall expire on the date on which the President certifies to the appropriate congressional committees that-- ``(1) the Secretary of State has, on or after the date of the enactment of this paragraph, certified under section 205 of the United States-Hong Kong Policy Act of 1992 (22 U.S.C. 5725) that Hong Kong warrants treatment under United States export control laws and regulations in the same manner as such laws were applied to Hong Kong before July 1, 1997; ``(2) the Hong Kong Police have not engaged in gross violations of human rights during the 1-year period ending on the date of such certification; and ``(3) there has been an independent examination of human rights concerns related to the crowd control tactics of the Hong Kong Police and the Government of the Hong Kong Special Administrative Region has adequately addressed those concerns.''. ______
