SA 249. Mr. HICKENLOOPER (for himself and Mr. Tillis) submitted an amendment intended to be proposed by him to the bill S. 2226, to authorize appropriations for fiscal year 2024 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place in subtitle G of title X, insert the following: SEC. 10___. STUDY ON THE ENERGY RESILIENCE AND RELIABILITY POSTURE OF MILITARY DEPARTMENTS. Not later than 1 year after the date of enactment of this Act, the Secretary of Defense, in consultation with the Secretaries of the military departments, shall conduct, and submit to the congressional defense committees a report (which may include a classified annex, if necessary) describing the results of, a study on the energy resilience and reliability posture of each military department, including-- (1) by identifying any risks to mission readiness posed by inadequate or insufficient domestic electric grid infrastructure or the inability to adequately transfer power between regions of the United States; and (2) by identifying the potential national security benefits of deploying technologies allowing for superior control of power flows, such as high-voltage direct current transmission. ______
