SA 2689. Mr. BOOKER submitted an amendment intended to be proposed by him to the bill S. 4638, to authorize appropriations for fiscal year 2025 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle E of title XII, add the following: SEC. 1271. FEASIBILITY REPORT ON ESTABLISHING A HUMAN RIGHTS OFFICE WITHIN UNITED STATES AFRICA COMMAND. (a) In General.--Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the Committees on Armed Services of the Senate and the House of Representatives a report on the feasibility of establishing a Human Rights Office within the United States Africa Command. (b) Elements.--The report required by subsection (a) shall include the following: (1) A description of-- (A) the purpose and responsibilities of a potential human rights office within the United States Africa Command; and (B) the manner in which such responsibilities would compare to the responsibilities of the human rights office within the United States Southern Command. (2) An assessment of the manner in which a human rights office within the United States Africa Command could contribute to the mission of the United States Africa Command. (3) An identification of the authorities, staffing, and resources necessary to establish such an office. ______
