SA 2990. Mr. CORNYN submitted an amendment intended to be proposed by him to the bill S. 4638, to authorize appropriations for fiscal year 2025 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle E of title VII, add the following: SEC. 750. REGENERATIVE MEDICINE TECHNOLOGIES STRATEGY. (a) In General.--Not later than May 1, 2025, the Assistant Secretary of Defense for Health Affairs, in coordination with the Surgeons General of the Armed Forces and the Joint Staff Surgeon, shall develop a strategy for regenerative medicine technologies to support health of and return to duty by members of the Armed Forces following traumatic injuries sustained in training and combat operations. (b) Elements.--The strategy required under subsection (a) shall, at a minimum-- (1) focus on addressing medical challenges experienced by members of the Armed Forces in training and combat operations in which regenerative medicine technologies, including anatomically-precise therapeutics, can be used to treat vertebral, orthopedic, craniofacial, and musculoskeletal injuries; (2) identify partnerships with academic medical centers, industry, nonprofit organizations, and small businesses in regenerative medicine to support existing and future medical requirements of members of the Armed Forces; (3) identify laboratory and medical product development requirements of the Department of Defense, including research and development, to support transition and fielding of regenerative medicine technologies; (4) identify gaps in regenerative medicine capabilities and actions needed to close or mitigate those gaps; and (5) provide recommendations to transition regenerative medicine technologies into clinical practice to treat vertebral, orthopedic, craniofacial, and musculoskeletal injuries sustained in training and combat operations. (c) Briefing.--Not later than 30 days after completion of the strategy required under subsection (a), the Assistant Secretary of Defense for Health Affairs shall provide to the congressional defense committees a briefing on the strategy. ______
