SA 3047. Mr. RUBIO submitted an amendment intended to be proposed by him to the bill S. 4638, to authorize appropriations for fiscal year 2025 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle F of title XII, add the following: SEC. 1291. PROHIBITION ON IMPORTATION OF CRUDE OIL, PETROLEUM, PETROLEUM PRODUCTS, AND LIQUEFIED NATURAL GAS FROM VENEZUELA AND IRAN. (a) Finding.--Congress makes the following findings: (1) Article XXI of the General Agreement on Tariffs and Trade provides for security exceptions to the rules of the World Trade Organization to allow a member of the World Trade Organization to take actions ``necessary for the protection of its essential security interests'' during ``time of war or other emergency in international relations'' or ``to prevent any contracting party from taking any action in pursuance of its obligations under the United Nations Charter for the maintenance of international peace and security''. (2) The actions of the Bolivarian Republic of Venezuela and the Islamic Republic of Iran to finance and facilitate the participation of foreign terrorist organizations in ongoing conflicts and illicit activities, in a manner that is detrimental to the security interests of the United States, warrants taking action under that Article. (b) Prohibition.--The importation of crude oil, petroleum, petroleum products, and liquefied natural gas from Venezuela and Iran is prohibited. (c) Exception.--The prohibition under subsection (b) does not apply with respect to crude oil, petroleum, petroleum products, or liquefied natural gas seized by the United States Government for violations of sanctions imposed by the United States. (d) Effective Date.--The prohibition under subsection (b) applies with respect to articles entered, or withdrawn from warehouse for consumption, on or after the date that is 15 days after the date of the enactment of this Act. ______
