SA 3128. Mr. CARDIN submitted an amendment intended to be proposed by him to the bill S. 4638, to authorize appropriations for fiscal year 2025 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle F of title XII, add the following: SEC. 1291. AUTHORIZATION OF APPROPRIATIONS FOR PROMOTION OF DEMOCRACY, HUMAN RIGHTS, AND CIVILIAN SECURITY IN HONG KONG. (a) Authorization of Appropriations.--There is authorized to be appropriated $5,000,000 for fiscal year 2025 for the Bureau of Democracy, Human Rights, and Labor of the Department of State to promote democracy, human rights, and civilian security in Hong Kong. (b) Administration.--The Secretary of State shall designate an office within the Bureau of Democracy, Human Rights, and Labor to administer and coordinate the provision of the funds described in subsection (a) within the Department of State and across the United States Government. ______
