SA 459. Mr. LEE submitted an amendment intended to be proposed by him to the bill S. 2226, to authorize appropriations for fiscal year 2024 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: [[Page S2619]] At the end of subtitle C of title XII, add the following: SEC. 1240A. PROHIBITION ON LONG-TERM SECURITY GUARANTEES FOR UKRAINE. (a) In General.--The President or any other executive branch official may not sign any agreement, communique, or other document with the official signature of the United States that provides long-term security guarantees for Ukraine. (b) Long-term Security Guarantee Defined.--In this section, the term ``long-term security guarantee'' includes, but is not limited to, a commitment by the United States to provide Ukraine with-- (1) security assistance; (2) reconstruction assistance; (3) multi-year memoranda of understanding; (4) training programs; or (5) joint military exercises. ______
