SA 702. Mr. CARDIN submitted an amendment intended to be proposed by him to the bill S. 2226, to authorize appropriations for fiscal year 2024 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle D of title VIII, add the following: SEC. ___. STRIKING THE RULE OF TWO. (a) Women-owned Small Business Concerns.--Section 8(m) of the Small Business Act (15 U.S.C. 637(m)) is amended-- (1) in paragraph (7)(A), by striking ``and the contracting officer'' and all that follows through ``offers''; and (2) in paragraph (8)(A), by striking ``and the contracting officer'' and all that follows through ``offers''. (b) Small Business Concerns Generally.--Section 15(j)(1) of the Small Business Act (15 U.S.C. 644(j)(1)) is amended by striking ``unless the contracting officer'' and all that follows through ``purchased''. (c) HUBZone Program.--Section 31(c)(2)(A)(i) of the Small Business Act (15 U.S.C. 657a(c)(2)(A)(i)) is amended by striking ``, and the contracting officer'' and all that follows through ``offers for the contracting opportunity''. (d) Small Business Concern Owned and Controlled by Service- disabled Veterans.--Section 36(c)(1) of the Small Business Act (15 U.S.C. 657f(c)(1)) is amended by striking ``and the contracting officer'' and all that follows through ``offers for the contracting opportunity''. ______
