SA 2943. Mr. MERKLEY submitted an amendment intended to be proposed by him to the bill S. 2296, to authorize appropriations for fiscal year 2026 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle E of title XII, add the following: SEC. 1265. STATEMENT OF POLICY WITH RESPECT TO DEFINITION OF TRANSNATIONAL REPRESSION. It is policy of the United States that the term ``transnational repression'' refers to a range of tactics deployed by a foreign government, or agents or proxies of a foreign government, to reach beyond their borders to intimidate, silence, harass, coerce, or harm individuals, such as political dissidents, activists, journalists, political opponents, religious and ethnic minority groups, international students, and members of diaspora and exile communities. ______
