SA 3160. Mr. TUBERVILLE submitted an amendment intended to be proposed by him to the bill S. 2296, to authorize appropriations for fiscal year 2026 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place in title VII, insert the following: SEC. 7__. BRIEFING ON USE OF OTHER TRANSACTION AGREEMENTS FOR DEVELOPMENT OF MEDICAL PROTOTYPES. (a) In General.--Not later than 90 days after the date of the enactment of this Act, the Secretary of Defense shall provide to the congressional defense committees a briefing on how the use of other transaction agreements can expedite development of medical prototypes for assessment by end-user communities to address capability gaps in medical research by leveraging subject matter expertise, infrastructure, and resources to include developing, testing, and fielding prototype technologies and solutions for the military health system. (b) Elements.--The briefing required under subsection (a) shall include an update on the following: (1) Current medical research and development efforts to support the health and readiness of members of the Armed Forces. (2) Efforts of the Department of Defense to establish partnerships with small businesses, academic institutions, and industry to facilitate the advancement of medical concepts and prototypes to protect, treat, and optimize health, performance, and survivability of members of the Armed Forces. (3) How the Department is addressing critical gaps in combat casualty care, including trauma care delivery, musculoskeletal injury, and wound management. ______
