SA 3289. Mr. LEE (for himself and Mr. Curtis) submitted an amendment intended to be proposed by him to the bill S. 2296, to authorize appropriations for fiscal year 2026 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. __. SENSE OF CONGRESS ON GROUND-BASED LEG OF NUCLEAR TRIAD. It is the sense of Congress that-- (1) the modernization of the ground-based leg of the nuclear triad of the United States is vital to the security of the homeland and a core component of the homeland defense mission; (2) extending the lifecycle of the current Minuteman III platform is both costly and an unsustainable long-term option for maintaining a ready and capable ground-based leg of the nuclear triad; (3) the breach of chapter 325 of title 10, United States Code (commonly known as the ``Nunn-McCurdy Act'') by the program to modernize the ground-based leg of the nuclear triad should be addressed in a way that balances the national security need with fiscally responsible modifications to the program that prevent future unanticipated cost overruns; (4) that breach does not alter the fundamental national security need for the modernization program; and (5) the modernization program should remain funded and active. ______
