SA 3312. Mr. LEE submitted an amendment intended to be proposed by him to the bill S. 2296, to authorize appropriations for fiscal year 2026 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle C of title XII, add the following: SEC. 1230B. LIMITATION ON ENTRY OF THE UNITED STATES INTO BILATERAL OR MULTILATERAL AGREEMENTS FOR PROVISION OF SECURITY GUARANTEES OR LONG-TERM SECURITY ASSISTANCE TO UKRAINE. Notwithstanding any other provision of this Act, the President may not use the voice, vote, or official signature of the United States to enter into any bilateral or multilateral agreement to provide security guarantees or long-term security assistance to Ukraine until such agreement has been subject to the requirements of the Treaty Clause of section 2 of article II of the Constitution of the United States, which requires the advice and consent of the Senate, with two-thirds of Senators concurring. ______
