SA 3678. Ms. KLOBUCHAR (for herself and Mr. Rounds) submitted an amendment intended to be proposed by her to the bill S. 2296, to authorize appropriations for fiscal year 2026 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle F of title X, add the following: SEC. 1067. SPECIAL IMMIGRANT VISAS FOR CERTAIN RELATIVES OF CERTAIN MEMBERS OF THE ARMED FORCES. (a) In General.--Section 101(a)(27) of the Immigration and Nationality Act (8 U.S.C. 1101(a)(27)) is amended-- (1) in subparagraph (L)(iii), by adding a semicolon at the end; (2) in subparagraph (M), by striking the period at the end and inserting ``; and''; and (3) by adding at the end the following: ``(N) a citizen or national of Afghanistan who is the parent or brother or sister of-- ``(i) a member of the armed forces (as defined in section 101(a) of title 10, United States Code); or ``(ii) a veteran (as defined in section 101 of title 38, United States Code).''. (b) Numerical Limitations.-- (1) In general.--Subject to paragraph (3), the total number of principal aliens who may be provided special immigrant visas under subparagraph (N) of section 101(a)(27) of the Immigration and Nationality Act (8 U.S.C. 1101(a)(27)), as added by subsection (a), may not exceed 2,500 each fiscal year. (2) Carryover.--If the numerical limitation specified in paragraph (1) is not reached during a given fiscal year, the numerical limitation specified in such subparagraph for the following fiscal year shall be increased by a number equal to the difference between-- (A) the numerical limitation specified in paragraph (1) for the given fiscal year; and (B) the number of principal aliens provided special immigrant visas under subparagraph (N) of section 101(a)(27) of the Immigration and Nationality Act (8 U.S.C. 1101(a)(27)) during the given fiscal year. (3) Maximum number of visas.--The total number of aliens who may be provided special immigrant visas under subparagraph (N) of section 101(a)(27) of the Immigration and Nationality Act (8 U.S.C. 1101(a)(27)) shall not exceed 10,000. (4) Duration of authority.--The authority to issue visas under subparagraph (N) of section 101(a)(27) of the Immigration and Nationality Act (8 U.S.C. 1101(a)(27)) shall-- (A) commence on the date of the enactment of this Act; and (B) terminate on the date on which all such visas are exhausted. ______
