SA 3781. Ms. SMITH submitted an amendment intended to be proposed by
her to the bill S. 2296, to authorize appropriations for fiscal year
2026 for military activities of the Department of Defense, for military
construction, and for defense activities of the Department of Energy,
to prescribe military personnel strengths for such fiscal year, and for
other purposes; which was ordered to lie on the table; as follows:

At the end of subtitle E of title X, add the following:

SEC. 1048. REPORT ON SCAM TEXTS RECEIVED BY SERVICEMEMBERS.

(a) In General.--Not later than 180 days after the date of
the enactment of this Act, the Secretary of Defense shall
submit to the Committees on Armed Services of the Senate and
the House of Representatives and make publicly available a
report, based on information available to the Secretary, on
scam texts received by members of the Armed Services.
(b) Elements.--The report required under subsection (a)
shall include the following elements:
(1) An assessment of the prevalence of scam texts.
(2) A description of the inflicted harm, including
financial losses to members of the Armed Forces.
(3) An assessment of national security risks.
(4) A description of the countries of origin of the texts.
