SA 4097. Mr. BENNET submitted an amendment intended to be proposed by
him to the bill H.R. 4016, making appropriations for the Department of
Defense for the fiscal year ending September 30, 2026, and for other
purposes; which was ordered to lie on the table; as follows:

At the appropriate place, insert the following:
Sec. __. (a) Of the amounts made available by this Act for
``Management and Administration--Program Offices'' for the
Office of Fair Housing and Equal Opportunity, the Secretary
of Housing and Urban Development (in this section referred to
as the ``Secretary'') shall ensure that each region has on-
board Federal personnel assigned to carry out enforcement and
compliance functions under the Fair Housing Act (42 U.S.C.
3601 et seq.), including intake, investigation, conciliation,
compliance reviews, and enforcement support.
(b) The Secretary shall designate, for each region, an on-
board Federal employee of the Office of Fair Housing and
Equal Opportunity who is responsible for coordinating
regional fair housing enforcement activities and serving as
the point of contact for complainants, grantees, and the
public.
(c) None of the funds made available by this Act may be
used in a manner that results in any region having no on-
board Federal personnel assigned to the Office of Fair
Housing and Equal Opportunity for fair housing enforcement
and compliance activities.
(d) The Secretary shall ensure that the number of on-board
Federal personnel assigned to carry out enforcement and
compliance functions under the Fair Housing Act (42 U.S.C.
3601 et seq.) in each region is not fewer than the number of
such personnel assigned to that region as of the date of
enactment of this Act.
(e) In this section, the term ``region'' means each of
the10 geographic regions of the Department of Housing and
Urban Development and each corresponding regional office
through which the Office of Fair Housing and Equal
Opportunity carries out its functions.
