SA 5107. Mr. DURBIN submitted an amendment intended to be proposed by
him to the concurrent resolution S. Con. Res. 33, setting forth the
congressional budget for the United States Government for fiscal year
2026 and setting forth the appropriate budgetary levels for fiscal
years 2027 through 2035; which was ordered to lie on the table; as
follows:

At the end of title III, add the following:

SEC. 3___. DEFICIT-NEUTRAL RESERVE FUND RELATING TO
PREVENTING CRYPTOCURRENCY ATM FRAUD.

The Chairman of the Committee on the Budget of the Senate
may revise the allocations of a committee or committees,
aggregates, and other appropriate levels in this resolution,
and make adjustments to the pay-as-you-go ledger, for one or
more bills, joint resolutions, amendments, amendments between
the Houses, motions, or conference reports relating to
preventing fraud at virtual currency kiosks and provide law
enforcement the tools to crack down on virtual currency kiosk
scams by requiring virtual currency kiosk operators to
register virtual currency kiosks with the Financial Crimes
Enforcement Network of the Department of Treasury, provide
disclosures and fraud warning on all virtual currency kiosks,
provide consumer acknowledgement of disclosures on all
virtual currency kiosks, appoint a compliance officer,
provide print receipts at all virtual currency kiosks, use

blockchain analytics, refund the full transaction for new
customers and fees for existing customers for any
fraudulently induced transaction, impose daily transaction
limits of $1,000 for new customers and $2,000 for existing
customers, provide live customer service, and communicate
with law enforcement about fraudulent transactions, by the
amounts provided in such legislation for those purposes,
provided that such legislation would not increase the deficit
over the period of the total of fiscal years 2026 through
2035.
