SA 5567. Mrs. SHAHEEN (for herself, Mr. Warnock, and Mr. Gallego) submitted an amendment intended to be proposed by her to the bill S. 2, to provide for reconciliation pursuant to title II of S. Con. Res. 33; which was ordered to lie on the table; as follows: Strike section 104 and insert the following: Sec. 104. (a) In addition to amounts otherwise available, there is appropriated to the Secretary of Homeland Security for fiscal year 2026, out of any money in the Treasury not otherwise appropriated, $2,300,000,000, to remain available until September 30, 2029, for the purposes provided in this title. (b) In addition to amounts otherwise available, there is appropriated to the Secretary of Homeland Security for fiscal year 2026, out of any money in the Treasury not otherwise appropriated, $150,000,000, which shall remain available until September 30, 2029, and shall be used for conducting public outreach to ensure, before opening any new detention center or processing site for U.S. Immigration and Customs Enforcement, that-- (1) the Secretary of Homeland Security makes public information related to-- (A) the scope of the construction, acquisition, or renovation of such facility; (B) the Department's plan, while operating such facility, to abide by Federal guidance and standards related to immigration detention and applicable environmental regulations; and (C) an economic impact analysis and engineering review with respect to such facility; and (2) the Governor and local officials with jurisdiction over the land on which such facility will be located, after consultation with Department officials regarding the Department's plans for the operation of such facility, sign a written agreement authorizing such construction, acquisition or renovation. ______
