SA 57. Mr. MURPHY submitted an amendment intended to be proposed by him to the bill S. 5, to require the Secretary of Homeland Security to take into custody aliens who have been charged in the United States with theft, and for other purposes; which was ordered to lie on the table; as follows: Beginning on page 3, strike line 9 and all that follows through page 8, line 10, and insert the following: SEC. 3. ENFORCEMENT BY ATTORNEY GENERAL OF A STATE. (a) Standing.--The attorney general of a State, or other authorized State officer, alleging that firearms shipped, transported, transferred, or otherwise disposed to another person across the border of the United States in or otherwise affecting interstate or foreign commerce, harms such State or its residents shall have standing to bring an action against the Secretary of Homeland Security on behalf of such State or the residents of such State in an appropriate district court of the United States to obtain appropriate injunctive relief. (b) Disposition of Civil Action.--The court shall advance on the docket and expedite the disposition of a civil action filed pursuant to subsection (a) to the greatest extent practicable. (c) Harm Defined.--For purposes of this section, a State or its residents shall be considered to have been harmed if such State or its residents experience harm, including financial harm in excess of $100. ______
