S.Amdt. 5723

SA 5723. Mr. WELCH submitted an amendment intended to be proposed by
him to the bill S. 2, to provide for reconciliation pursuant to title
II of S. Con. Res. 33.; which was ordered to lie on the table; as
follows:

At the appropriate place, insert the following:

SEC. ___. USE OF OBBBA FUNDS FOR RESTITUTION FOR VICTIMS OF
PARDONED INDIVIDUALS.

(a) In General.--Effective on the date of enactment of this
Act, $2,000,000,000 of the unobligated balances of amounts
made available under the Act entitled ``An Act to provide for
reconciliation pursuant to title II of H. Con. Res. 14'',
approved July 4, 2025 (Public Law 119-21; 139 Stat. 72)
(commonly known as the ``One Big Beautiful Bill Act'') shall
be transferred to the Attorney General to provide restitution
to victims of offenses committed by individuals who were
pardoned or whose sentence was commuted by President Donald
J. Trump.
(b) Availability.--Amounts transferred under subsection (a)
shall remain available until expended.
