Mr. Smith of Texas (for himself and Mr. Berman) submitted the following
concurrent resolution; which was referred to the Committee on
Government Reform

CONCURRENT RESOLUTION
Expressing the sense of Congress regarding the establishment of a
National Inventors' Day.
Whereas inventors play an important role in promoting progress in the useful
arts;
Whereas the invaluable contribution of inventors to the welfare of the people of
the United States should be recognized;
Whereas February 11th is the birthday of Thomas Edison, who held approximately
2,000 patents worldwide; and
Whereas February 11, 2003, would be an appropriate date for a ``National
Inventors' Day'': Now, therefore, be it
Resolved by the House of Representatives (the Senate concurring),
That it is the sense of the Congress that--
(1) a ``National Inventors' Day'' should be established;
and
(2) the President should issue a proclamation calling on
the people of the United States to observe such a day with
appropriate programs and activities.
