A BILL

To establish the Bob Hope American Patriot Award.

Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ``Bob Hope American Patriot Award Act
of 2003''.

SEC. 2. BOB HOPE AMERICAN PATRIOT AWARD.

(a) Sense of Congress.--It is the sense of the Congress that--
(1) a presidential award should be established to encourage
love of country and service to the people of the United States;
and
(2) it is appropriate to name such an award for Bob Hope
because of his service to the Armed Forces of the United
States, not through combat, but through his patriotism and
dedication to the spiritual well-being of the troops he
entertained for so many years.
(b) Establishment.--There is established the Bob Hope American
Patriot Award (in this section referred to as the ``award'').
(c) Selection of Recipient.--Each year, the President may select to
receive the award not more than one civilian individual or organization
that--
(1) has demonstrated extraordinary love of this Nation and
devotion to its citizens in the form of true patriotism; and
(2) best represents the fundamental facets of Americanism,
namely freedom, democracy, strength, justice, and goodwill.
(d) Presentation of Award.--
(1) Arrangements.--Subject to paragraph (2), the President
may make appropriate arrangements for the presentation of the
award.
(2) White house ceremony.--Each presentation of the award
shall be at a White House ceremony.
(e) Publication of Award.--An individual or organization to which
an award is made under this section may publicize the receipt of the
award by the individual or organization and may use the award in
advertising.
