Forbes) introduced the following bill; which was referred to the
Committee on the Judiciary

A BILL
To strengthen to enhance public safety through pretrial detention and
postrelease supervision of terrorists, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Pretrial Detention and Lifetime
Supervision of Terrorists Act of 2003''.
SEC. 2. PRESUMPTION FOR PRETRIAL DETENTION IN CASES INVOLVING
TERRORISM.
Section 3142 of title 18, United States Code, is amended--
(1) in subsection (e)--
(A) by inserting ``or'' before ``the Maritime'';
and
(B) by inserting after ``or 2332b of title 18 of
the United States Code'' the following: ``, or an
offense listed in section 2332b(g)(5)(B) of title 18 of
the United States Code, if the Attorney General
certifies that the offense appears by its nature or
context to be intended to intimidate or coerce a
civilian population, to influence the policy of a
government by intimidation or coercion, or to affect
the conduct of a government by mass destruction,
assassination, or kidnaping, or an offense involved in
or related to domestic or international terrorism as
defined in section 2331 of title 18 of the United
States Code''; and
(2) in subsections (f)(1)(A) and (g)(1), by inserting after
``violence'' the following: ``, or an offense listed in section
2332b(g)(5)(B) of title 18 of the United States Code, if the
Attorney General certifies that the offense appears by its
nature or context to be intended to intimidate or coerce a
civilian population, to influence the policy of a government by
intimidation or coercion, or to affect the conduct of a
government by mass destruction, assassination, or kidnaping, or
an offense involved in or related to domestic or international
terrorism as defined in section 2331 of title 18 of the United
States Code''.
SEC. 3. POSTRELEASE SUPERVISION OF TERRORISTS.
Section 3583(j) of title 18, United States Code, is amended in
subsection (j), by striking ``, the commission'' and all that follows
through ``person,''.
