A BILL
To provide for the purchase by the Secretary of Energy of excess
Russian plutonium and highly enriched uranium, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Nuclear Terrorist Threat Reduction
Act''.
SEC. 2. PURCHASE OF EXCESS RUSSIAN PLUTONIUM AND HIGHLY ENRICHED
URANIUM.
(a) In General.--The Secretary of Energy shall purchase or
otherwise secure excess Russian plutonium and highly enriched uranium.
(b) Securing Excess Russian Plutonium.--There are authorized to be
appropriated to the Secretary of Energy--
(1) $3,000,000,000, in order to purchase and secure in
monitored storage up to 100 tons of excess Russian plutonium;
(2) $1,000,000,000, in order to convert Russian plutonium
pits to oxide; and
(3) $5,000,000,000, in order to immobilize up to 100 tons
of excess Russian plutonium.
(c) Securing Excess Russian Highly Enriched Uranium.--There are
authorized to be appropriated to the Secretary of Energy--
(1) $4,000,000,000, in order to purchase and secure in
monitored storage an additional 300 tons of highly enriched
uranium; and
(2) $7,000,000,000, in order to downblend remaining excess
highly enriched uranium.
(d) Improving Security and Accounting for Nuclear Material in
Russia.--There are authorized to be appropriated to the Secretary of
Energy $5,000,000,000, in order to make a series of improvements to the
security of nuclear material in Russia, including material
consolidation, equipment upgrades, training of operators, managers, and
regulators, computerized inventory systems, and upgrading security
during transport.
(e) Downsizing and Restructuring of Russia's Excess Nuclear
Complex.--There are authorized to be appropriated to the Secretary of
Energy--
(1) $2,000,000,000, in order to downsize excess Russian
nuclear complex facilities and prepare them for civilian use;
(2) $700,000,000, in order to employ knowledgeable nuclear
personnel; and
(3) $300,000,000, in order to replace plutonium producing
reactors.
(f) Ensuring Transparency in Russia and Verifying Progress.--There
are authorized to be appropriated to the Secretary of Energy
$2,000,000,000 in order to ensure transparency in Russia and verify
progress.
