Providing for the consideration of the bill (H.R. 3966) to amend title 10, United States Code, and the Homeland Security Act of 2002 to improve the ability of the Department of Defense to establish and maintain Senior Reserve Officer Training Corps units at institutions of higher education, to improve the ability of students to participate in Senior ROTC programs, and to ensure that institutions of higher education provide military recruiters entry to campuses and access to students that is at least equal in quality and scope to that provided to any other employer.

Resolved, That upon the adoption of this resolution it shall be in order
without intervention of any point of order (except those arising under the
Congressional Budget Act of 1974) to consider in the House the bill (H.R. 3966)
to amend title 10, United States Code, and the Homeland Security Act of 2002 to
improve the ability of the Department of Defense to establish and maintain
Senior Reserve Officer Training Corps units at institutions of higher education,
to improve the ability of students to participate in Senior ROTC programs, and
to ensure that institutions of higher education provide military recruiters
entry to campuses and access to students that is at least equal in quality and
scope to that provided to any other employer. The bill shall be considered as
read for amendment. The amendment in the nature of a substitute recommended by
the Committee on Armed Services now printed in the bill shall be considered as
adopted. The previous question shall be considered as ordered on the bill, as
amended, to final passage without intervening motion except: (1) one hour of
debate on the bill, as amended, equally divided and controlled by the chairman
and ranking minority member of the Committee on Armed Services; and (2) one
motion to recommit with or without instructions.
