AN ACT
To authorize appropriations for the New Jersey Coastal Heritage Trail
Route, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. NEW JERSEY COASTAL HERITAGE TRAIL ROUTE.
(a) Authorization of Appropriations.--Section 6 of Public Law 100-
515 (16 U.S.C. 1244 note) is amended--
(1) in subsection (b)(1), by striking ``$4,000,000'' and
inserting ``$8,000,000''; and
(2) in subsection (c), by striking ``10'' and inserting
``15''.
(b) Grants.--Public Law 100-515 (16 U.S.C. 1244 note) is amended--
(1) in section 4, by inserting ``and, subject to the
availability of appropriations, grants for,'' after ``technical
assistance in''; and
(2) in section 6(b)(2) by inserting ``and grants'' after
``technical assistance''.
(c) Strategic Plan.--Public Law 100-515 (16 U.S.C. 1244 note) is
amended by adding at the end the following:
``SEC. 8. STRATEGIC PLAN.
``(a) In General.--Not later than 4 years after the date of the
enactment of this section, the Secretary shall prepare a strategic plan
for the route.
``(b) Contents.--The strategic plan prepared under subsection (a)
shall describe--
``(1) opportunities to increase participation by national
and local private and public interests in the planning,
development, and administration of the route; and
``(2) organizational options for sustaining the route.''.
