A BILL

To provide grants to States to improve sex offender registries.

Short title

This Act may be cited as the Safe Children Safe Communities Act.

Grants authorized

(a)

In general

From amounts made available to carry out this section, the Attorney General shall make grants to States to be used by each State to implement better and more comprehensive sex offender registries and tracking systems.

(b)

Amounts based on population

For each State, the amount granted to that State shall be determined based on the population of that State.

(c)

State defined

In this section, the term State includes the District of Columbia, the Commonwealth of Puerto Rico, Guam, American Samoa, the United States Virgin Islands, and any other territory or possession of the United States.

(d)

Set-aside for coordination

Of the amounts made available to carry out this section, the Attorney General may use not more than 2 percent to provide assistance to States in coordinating the activities carried out under this section.

(e)

Authorization of appropriations

There are authorized to be appropriated for grants under this section $300,000,000 for fiscal year 2006 and such sums as may be necessary for each fiscal year thereafter.
