AN ACT
To authorize the Secretary of the Interior to plan, design and
construct facilities to provide water for irrigation, municipal,
domestic, and other uses from the Bunker Hill Groundwater Basin, Santa
Ana River, California, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
<DELETED>SECTION 1. SHORT TITLE.</DELETED>
<DELETED> This Act may be cited as the ``Riverside-Corona Feeder
Water Supply Act''.</DELETED>
<DELETED>SEC. 2. DEFINITIONS.</DELETED>
<DELETED> For the purposes of this Act, the following definitions
apply:</DELETED>
<DELETED> (1) District.--The term ``District'' means the
Western Municipal Water District, Riverside County,
California.</DELETED>
<DELETED> (2) Project.--The term ``Project'' means the
Riverside-Corona Feeder Project and associated
facilities.</DELETED>
<DELETED> (3) Secretary.--The term ``Secretary'' means the
Secretary of the Interior.</DELETED>
<DELETED>SEC. 3. PLANNING, DESIGN, AND CONSTRUCTION OF THE RIVERSIDE-
CORONA FEEDER.</DELETED>
<DELETED> (a) In General.--The Secretary, in cooperation with the
Western Municipal Water District, is authorized to participate in the
planning, design, and construction of a water supply project, the
Riverside-Corona Feeder, which includes 20 groundwater wells,
groundwater treatment facilities, water storage and pumping facilities,
and 28 miles of pipeline in San Bernardino and Riverside Counties,
California.</DELETED>
<DELETED> (b) Agreements and Regulations.--The Secretary may enter
into such agreements and promulgate such regulations as are necessary
to carry out this section.</DELETED>
<DELETED> (c) Federal Cost Share.--</DELETED>
<DELETED> (1) Planning, design, construction.--The Federal
share of the cost to plan, design, and construct the project
described in subsection (a) shall be not more than 25 percent
of the total cost of the project, not to exceed
$50,000,000.</DELETED>
<DELETED> (2) Studies.--The Federal share of the cost to
complete the necessary planning studies associated with the
project described in subsection (a) shall not exceed 50 percent
of the total study cost and shall be included as part of the
limitation on funds provided in paragraph (1).</DELETED>
<DELETED> (d) In-Kind Services.--In-kind services performed by the
Western Municipal Water District shall be part of the local cost share
to complete the project described in subsection (a).</DELETED>
<DELETED> (e) Limitation.--Funds provided by the Secretary under
this section shall not be used for operation or maintenance of the
project described in subsection (a).</DELETED>
<DELETED> (f) Authorization of Appropriations.--There is authorized
to be appropriated to the Secretary to carry out this Act $50,000,000
or 25 percent of the total cost of the Project, whichever is
less.</DELETED>
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Riverside-Corona Feeder Water Supply
Act''.
SEC. 2. DEFINITIONS.
In this Act:
(1) District.--The term ``District'' means the Western
Municipal Water District, Riverside County, California.
(2) Project.--
(A) In general.--The term ``Project'' means the
Riverside-Corona Feeder Project.
(B) Inclusions.--The term ``Project'' includes--
(i) 20 groundwater wells;
(ii) groundwater treatment facilities;
(iii) water storage and pumping facilities;
and
(iv) 28 miles of pipeline in San Bernardino
and Riverside Counties in the State of
California.
(3) Secretary.--The term ``Secretary'' means the Secretary
of the Interior.
SEC. 3. PLANNING, DESIGN, AND CONSTRUCTION OF RIVERSIDE-CORONA FEEDER.
(a) In General.--The Secretary, in cooperation with the District,
may participate in the planning, design, and construction of the
Project.
(b) Agreements and Regulations.--The Secretary may enter into such
agreements and promulgate such regulations as are necessary to carry
out this section.
(c) Federal Share.--
(1) Planning, design, construction.--The Federal share of
the cost to plan, design, and construct the Project shall not
exceed the lesser of--
(A) an amount equal to 25 percent of the total cost
of the Project; and
(B) $26,000,000.
(2) Studies.--The Federal share of the cost to complete the
necessary planning studies associated with the Project--
(A) shall not exceed an amount equal to 50 percent
of the total cost of the studies; and
(B) shall be included as part of the limitation
described in paragraph (1).
(d) In-Kind Services.--The non-Federal share of the cost of the
Project may be provided in cash or in kind.
(e) Limitation.--Funds provided by the Secretary under this section
shall not be used for operation or maintenance of the Project.
(f) Authorization of Appropriations.--There is authorized to be
appropriated to the Secretary to carry out this section the lesser of--
(1) an amount equal to 25 percent of the total cost of the
Project; and
(2) $26,000,000.
