The Investing in 21st Century Schools Act changes the tax code to keep qualified zone academy bonds available for an additional four years and to cut the private‑business contribution needed for those bonds in half. By extending the program and reducing the contribution threshold, the bill aims to encourage more private investment in school‑related projects in designated low‑income zones. The changes affect schools that use these bonds, the businesses that contribute, and any future bond issuers.

Key Provisions

  • Extends the period during which qualified zone academy bonds can be issued, adding the years 2017‑2020 to the existing deadline of 2016.
  • Lowers the required private‑business contribution for these bonds from 10 percent to 5 percent, making it easier for businesses to participate.
  • Applies the changes only to bonds issued after the law is enacted.
