Unlocking Our Domestic LNG Potential Act

Introduced December 11, 2017

AI-Generated Summary

Updated April 15, 2026 at 7:33 PM UTC

The Unlocking Our Domestic LNG Potential Act would remove current statutory limits on U.S. natural gas imports and exports. It changes the Natural Gas Act so that the Federal Energy Regulatory Commission (FERC) becomes the sole agency that can approve or deny projects like LNG terminals, while making clear that the President’s existing sanctions powers remain unchanged. The bill mainly affects companies that build or operate natural gas import/export facilities and the federal agencies that regulate them.

Key Provisions

  • Deletes existing subsections of the Natural Gas Act that restrict natural gas import and export activities.
  • Redesignates the remaining subsections so that FERC has exclusive authority to approve or deny applications for siting, constructing, expanding, or operating natural gas export or import facilities, including LNG terminals.
  • States that the amendment does not affect other federal agency powers related to natural gas facilities, except as specifically provided in the Act.
  • Adds a clause confirming that the Act does not limit the President’s authority under sanctions laws (e.g., IEEPA, National Emergencies Act) to prohibit imports or exports to sanctioned foreign persons or governments.
