This bill changes the Secure Rural Schools and Community Self‑Determination Act of 2000 to let counties that receive federal funds use some of that money for emergency and wildfire‑related activities, and to give them more time to start projects and spend the money. It also lets counties shift money between approved uses after a public comment period. The changes apply to the participating counties that receive these federal funds.

Key Provisions

  • Allows county funds to reimburse emergency services (search and rescue, firefighting, law‑enforcement patrols, evacuations) performed on federal land, as well as training, equipment, and community wildfire protection plans.
  • Defines “new authorized uses” so counties can spend approved funds on the new emergency and wildfire activities.
  • Permits counties to reallocate already‑approved funds to a different approved use after a 45‑day public comment period and public notice.
  • Extends the deadline for counties to start projects and obligate funds from 2017 to 2019 and makes the funds available until they are fully spent.
