AI-Generated Summary

Updated April 15, 2026 at 1:27 PM UTC

The bill provides a one‑time immigration relief measure for three named individuals—Ruben Mkoian, Asmik Karapetian, and Arthur Mkoian—by allowing them to obtain immigrant visas or adjust to lawful permanent resident status, even though they would normally be barred under existing immigration law. It sets a two‑year window for filing the required applications and adjusts the overall visa allocation for their country of birth to account for the new visas.

Key Provisions

  • Allows each of the three individuals to be eligible for an immigrant visa or adjustment of status despite the normal restrictions in the Immigration and Nationality Act.
  • If any of them enter the U.S. before the filing deadline, their entry is treated as lawful and they can adjust status under the usual adjustment‑of‑status rules.
  • The eligibility applies only if they file the visa or adjustment application, with required fees, within two years of the bill’s enactment.
  • The Secretary of State must reduce the total number of immigrant visas available to natives of their country of birth by three in the current or next fiscal year to offset the visas granted to them.
